Prepare a CPC draft for children's products (age 12 & under). This tool collects the seven CPC elements and produces a draft declaration for the certifying party to review and issue. Third-party testing by a CPSC-accepted laboratory is required for a CPC — this is not a substitute for testing.

Certifying Party (U.S. manufacturer or importer)

The entity that issues the CPC — a U.S.-based manufacturer or the U.S. importer of record (IOR) responsible for the product under 16 CFR 1110.

U.S. address of the certifying party as it should appear on the CPC draft. The CPC must be issued by a U.S. manufacturer or importer of record.

A CPC applies to children's products intended for use by children 12 & under. If the product is NOT intended for children 12 & under, use the GCC tool instead.

Third-Party Test Report (required)

A CPC requires testing by a CPSC-accepted third-party laboratory. Enter the test report details manually for recordkeeping consistency. This tool does not verify test results or laboratory data.

Testing must be performed by a CPSC-accepted third-party laboratory and must be supported by test records. Unlike a GCC, the laboratory cannot be marked N/A on a CPC.
