How the 18 Digits Are Structured
The Unified Social Credit Code (GB 32100-2015) packs four segments into 18 characters:
3–83-8Administrative division code of the registering authority (GB/T 2260, province + city + district).
9–179-17Subject identifier (organization code) assigned by the registry.
1818Check digit computed by the GB 32100 MOD 31-3 algorithm from the first 17 digits.
The USCC contains no establishment date. Foreign vs. domestic ownership is also not encoded — both use the "91" enterprise prefix.
What is the Unified Social Credit Code?
The Unified Social Credit Code (统一社会信用代码, USCC) is the 18-character identifier assigned to every legal person and organization registered in China under GB 32100-2015. It replaced the former business license number, organization code and tax registration number with a single code used across government and commercial systems. Almost every Chinese company, NGO, public institution and farmers’ cooperative holds one.
The code is not random: the first two digits encode the registration authority and entity category, digits 3-8 encode the administrative region of the registering authority, digits 9-17 are the registry-assigned subject identifier, and the 18th digit is a checksum computed with the GB 32100 MOD 31-3 algorithm. What does this validator actually check?

No. Both domestic and foreign-invested enterprises use the "91" prefix, so ownership cannot be read from the code itself and must be confirmed from registration records.
